According to Tacis terminology, organisations that obtain technical assistance from the E.U. act as beneficiaries of projects.
The beneficiary of this Project is the Government of the Republic of Karelia.
A Governmental Programme initiated by the Ministry of Environmental Protection of the Republic of Karelia is aimed at the creation of a protected area network in the Green Belt in the western border region of the republic.

It is planned to set up four national parks, which would safeguard the unique and practically untouched northern nature. The establishment of new protected areas in addition to the two existing national parks in Karelia will promote tourism development and environmental protection in the republic.
